Tobirama was searching through books for information. His experiment had stalled halfway through, and he kept feeling that he had misunderstood something.
"Second, Ino Yamanaka of the Military Police Force would like to see you!"

Ino kicked the door open. "Second Hokage, what are you trying to do? Make Root a place beyond the law?"
Looking at the door shattered by her kick, Tobirama was speechless with exasperation. Why were Konoha's girls each more hot-tempered than the last? This was all little Tsuna's fault.
"Little girl, Root monitors Konoha from the shadows. Naturally, it has to do things that violate the law."
"That is not allowed!"
Ino spoke coldly. "The law comes first. The entire nation must act as one, from top to bottom. No one is an exception."
"I refuse. Even if the Fifth Hokage came here, it wouldn't make a difference!"
"That isn't up to you! Without Root's section, the formation will have a gap. I won't allow that, and neither will the Military Police Force.
"Second, you're a Hokage too. You should understand the importance of the law. What are you afraid of, opposing this so strongly?"
"Ridiculous. What would I be afraid of?"
Tobirama felt a little guilty. There was a secret hidden beneath Root. If Tsunade found out, she would be the first to blast the entire place to pieces.
"Enough! Root doesn't have time to deal with this right now. I'll have Yamanaka Fū set up the Sealing Formation in a couple of days."
"Seven days! Seven days at most! If I don't see it in seven days, every member of the Military Police Force will come to Root to help."
