Mei replied mysteriously. Magnetic Storm Slash vanished from her hand, and then two pistols appeared in her grasp. Both had black-and-white bodies and gilded barrels.
What was more... half of a crimson Herrscher Core was embedded at the safety catch of each gun.

Watching Mei's movements, Higanbana suddenly felt an unprecedented sense of danger. That feeling told her... that Mei's next move might kill her...

The Higanbana Sea along the Sanzu River could not be extinguished. Even if someone truly destroyed every Higanbana flower, as long as even a trace of life remained... even more Higanbana would grow again in the next instant.
Furthermore... the Higanbana covered the entire side of the Sanzu River, spanning an area equivalent to more than half of Japan.

Although this was currently the Raiden Queen's body, it was not the body of a complete Herrscher. At most, it counted as half a Herrscher, so it definitely could not withstand the power of self-destruction.
For now, the only complete Herrschers were the Herrscher of the Void and the Herrscher of Reason.
However,
