The methods for selecting leaders of large state-owned enterprises such as Big Banyan Construction included administrative appointment, contractual appointment, and election. A position such as group chairman, which came under the direct management of the Municipal Party Committee, required its separate approval, with a successor chosen through election or appointment.
Party committee and administrative posts were appointed and dismissed by the Municipal Party Committee and Municipal Government respectively, so the Municipal Party Committee directly transferred Sun Jiayong from outside to take over as Big Banyan Construction's new chairman.
The group's general manager, chief engineer, and deputy general managers, however, were hired under a contractual appointment system. Before the formal appointments, an assessment team formed by the State-owned Assets Supervision and Administration Commission had already moved into Big Banyan Construction.
They began communicating with Big Banyan Construction's middle and senior management and relevant personnel, conducting democratic recommendations and evaluations.
Over the past few days, many employees at the Head Office had received the commission's "Form for Soliciting Opinions on the Head Office Leadership Team and Its Members." Su Licheng and Tong Jianjun both featured prominently on the candidate list for the Head Office's new general manager and chief engineer. The other three names included Yang Kaifu and the general manager of Rongcheng Pacific Insurance Group.
Five people were competing for the position. This was the Head Office's main event.
The assessment team conducted economic accountability audits and comprehensive competency evaluations of all five, thoroughly examining their integrity, ability, diligence, achievements, and probity, with particular emphasis on their work performance and potential.
