The curtains in the Minister for Magic's office were half drawn.
Fudge sat behind his desk.
Two newspaper proofs lay beside him.
There was also a stack of personnel lists.
When Percy entered, Fudge glanced at the door first.
"They're making quite a fuss outside."
Percy said, "That means the notice is working."
Fudge smiled.
"You're sounding more and more like Mr. Crouch."
Percy placed the documents on the desk.
"Mr. Crouch asked me to report on the pilot scheme first."
"He said you needed the points requiring decisions more."
Fudge turned to the first page.
The title was straightforward.
"June Wartime Job Competency Certification Pilot Scheme."

"New Azkaban escort procedures."
"Secrecy regulations for incidents involving Muggle contact."
"Record templates for major Dark Magic incidents."
Fudge raised his eyebrows.
"You're including Skynet too?"

Percy said.
"Defensive nodes everywhere are being connected now."
"Anyone who can't coordinate will only get in the way."
Fudge turned the page.
"Part two."
Percy said, "Job-specific case analysis."
"Aurors will work on field cases."
"Clerical officers will handle incident filing and organizing chains of evidence."
"Logistics officers will handle supply allocation and escort routes."
"Incident response personnel will handle Muggle sightings and the secrecy arrangements afterward."
"Every set of questions will be different."
"But they'll all revolve around the same thing."
Fudge asked, "Part three?"
"Cross-departmental coordination simulations."
"No empty words."
"We'll give them procedures directly."
"Give them unexpected situations."
"And see who can bring the people and tasks together."
Fudge held the documents down.
"What concerns me isn't how much detail you can give."
"What concerns me is what this can achieve."
