Ch. 121Measures

Aaron Ball’s economic ties to West Blue’s Marine branches withstood a World Government attempt to replace their commanders and curb his influence. Sengoku and the Five Elders recalled the new commanders and accepted renewed cooperation, leaving the branches even more dependent on Boer.

  • The Five Elders and Sengoku sent Rear Admiral Carl von Eisenberg and Commodore Richard Stone to reduce the West Blue branches’ dealings with Bernia and Aaron Ball, but the Marines’ rank and file quietly obstructed their orders.
  • Aaron Ball suspended support, bonuses, medical services, and merchant traffic tied to the branches, triggering hardship and protests at G-101 and G-44.
  • The Five Elders and Sengoku debated the crisis, and Sengoku argued that suppressing the soldiers would risk chaos and damage the World Government’s strategic relationship with Boer.
  • The Five Elders ordered Eisenberg and Stone recalled, called for more tactful commanders, and directed Sengoku to negotiate with Boer.
  • Boer restored key payments and services under new agreements, and the branches returned to calm with their soldiers’ dependence on him strengthened.

Ch. 122Invitation

Boer convened Bernia’s leaders to plan for possible World Government pressure, but Saint Figarland Garling arrived with an ultimatum: accept recruitment, kill Moria to earn a Shichibukai position, or become a target. Boer refused recruitment and planned to attend a Marine Headquarters symposium to assess the situation, while warning Robin they might need to flee.

  • Boer, Prince Locke, Master Hokushin Ichiteru, Robin, and the other attendees discussed the threat of World Government action and prepared security, evacuation, and supply contingencies.
  • Robin revealed that the World Government and Marines had replaced senior commanders at nearby Marine branches, though Bernia had secured a second adjustment by influencing soldiers’ benefits and supply chains.
  • Saint Figarland Garling arrived at the meeting and offered Boer direct recruitment into the World Government, which Boer declined.
  • Garling offered Boer the chance to kill Moria and inherit his Shichibukai position, warning that refusal would make Boer a target for elimination; he also delivered an invitation to a Marine Headquarters symposium.
  • After Garling left, Boer told Robin he would attend the symposium to probe the World Government’s intentions, rejected the plan to kill Moria, and said they might need to prepare an escape route.
  • Boer and Robin embraced and confessed their love as they faced the danger ahead.

Ch. 123Replacement

Boer rejected the World Government’s demands to make Bernia a subordinate, leaving Marineford after Sengoku warned that a storm was coming. Meanwhile, Cipher Pol agents took control of Elena with a parasitic substance, leaving an impostor in her place at the lord’s residence.

  • Boer entered Marineford’s meeting room and challenged Zephyr’s recruitment offer by suggesting the World Government might have been behind the murder of Zephyr’s family.
  • Boer confronted Akainu and Sengoku over the Marines’ justice and defended Bernia’s trade and ties, while Sengoku presented the World Government’s demands that Boer join the Shichibukai or the Holy Knights.
  • Boer refused both offers and declared that Bernia would not surrender its independence; Sengoku allowed him to leave after the afternoon Commendation Conference and warned him of the coming storm.
  • Cipher Pol Aigis Zero agents sent a disguised gift box to Elena’s room, where its contents incapacitated her and entered her body.
  • An impostor wearing Elena’s appearance dismissed the maid and examined herself in the mirror.

Ch. 124The eve of the storm, part one

Boer discovered that Cipher Pol Aigis Zero had taken over Elena’s body and told Robin they had to separate so he could remain in Bernia to protect its civilians. After spending the day together, Boer destroyed the parasitic ability user inside Elena, and he and Robin spent one last night together before their expected parting.

  • Boer sensed the foreign life-form inside Elena and went to the Steel Club to tell Robin that they had to part ways.
  • Boer explained that the World Government would attack Bernia and revealed that Elena was dead, though her body remained occupied by an ability user.
  • Boer arranged for Robin to move their funds and belongings and said he would take her to the Revolutionary Army, while he stayed behind to resist the World Government.
  • Boer and Robin spent the afternoon wandering Bernia together, and Robin wept before he carried her back to the Earl's Estate Residence.
  • Boer exposed the white worms inside Elena's body with Conqueror's Haki and burned them and her remains to ash.
  • Boer and Robin held each other through their final night together before their expected separation.

Ch. 125The eve of the storm, part two

As Boer prepared to face the World Government, he sent Robin and Bernia’s allies away and gave up the ties and enterprises he had built. Sengoku feared Boer had become an unrestrained threat, while Kizaru met him in Bernia and left with him on unexpectedly friendly terms.

  • Cipher Pol Aigis Zero concluded that Boer could continuously sense life signatures and identify ability users within fifteen kilometers, then ordered future operations to rely on veteran agents without Devil Fruit abilities.
  • Kuma teleported Robin away from Bernia, and Boer said goodbye as he felt himself let go of his attachments.
  • Boer transferred the Steel Heavy Industry Consortium shares to Bernia’s royal family, arranged protection for the Kent Family, and urged the sword school and Germa 66 researchers to leave.
  • Sengoku learned of Boer’s preparations and sent Kizaru to Bernia to keep him calm and negotiate on the Marines’ behalf.
  • Kizaru told Boer that Sengoku hoped he would remain rational, and Boer promised not to attack Marines unless they attacked him first.
  • Boer and Kizaru laughed together and walked into Bernia to have dinner.

Ch. 126Terrorism

Boer asked Kaido to introduce him to Charlotte Linlin so they could test a way to create Devil Fruit weapons by having Homies eat ability users’ hearts. Kaido flew him to Totto Land and attacked Whole Cake Chateau to announce their arrival, leaving Boer facing Linlin as the two Emperors prepared to discuss the plan.

  • Kaido mocked Boer for retreating from Bernia, but Boer asked him to call in the favor he owed and arrange a meeting with Charlotte Linlin.
  • Boer explained that he had briefly extracted a dead ability user’s Devil Fruit power and proposed using Linlin’s Homies to eat ability users’ hearts, potentially mass-producing Devil Fruit weapons.
  • Excited by the prospect of a powerful army, Kaido transformed, took Boer with him, and flew toward Totto Land.
  • Kaido summoned thunderclouds over Whole Cake Island and blasted Whole Cake Chateau with a Bolo Breath.
  • Charlotte Linlin emerged on Zeus and deflected the blast with Ikoku Sovereignty, then confronted Kaido as he introduced Boer and proposed discussing a big deal.

Ch. 127Cornerstone

Boer demonstrated his power to Kaido and Linlin, then helped Linlin turn Katakuri’s trident into a weapon with the Mantis Fruit’s ability. Linlin accepted the business deal, but her greed toward Boer’s invention left its terms unresolved.

  • Linlin challenged Boer with Conqueror’s Haki, and Kaido and Boer answered with their own, creating a three-way clash that left Boer’s domain steady against both Emperors.
  • Boer seized Zeus from Linlin, compressed the Homie, and stripped lightning from it, prompting Linlin to invite him and Kaido inside to talk.
  • Boer praised Totto Land’s exchange of lifespan for food, safety, and dignity, and Linlin summoned prisoners and took their souls to make soul-infused cakes for her guests.
  • Kaido revealed that he wanted Boer and Linlin to create Devil Fruit Weapons, and Boer demonstrated by combining the Mantis Fruit user’s heart with Linlin’s soul infusion in Katakuri’s trident.
  • The trident transformed into a mechanical mantis with the Mantis Fruit’s ability, and Linlin declared that she would take the deal.

Ch. 128To sign or not to sign

Sengoku weighed the World Government’s order to issue Aaron Ball a bounty against the danger of provoking him. He chose to defer the wanted notice while raising Nico Robin’s bounty, leaving Aaron under surveillance and setting a potential bounty of 1.8 billion Beli if he attacked Marine or World Government facilities.

  • Sengoku discussed Kizaru’s report that Boer would not attack Marines unless they struck first, and the Five Elders’ divided proposal to issue Aaron Ball a bounty.
  • Garp cited Aaron’s disaster relief and Bernia’s prosperity as reasons not to make him an enemy, while Sengoku argued that Aaron had supported the Revolutionary Army.
  • Tsuru urged Sengoku to weigh the gains and risks, and Kizaru pointed out that the Five Elders had pushed the decision onto the Marines.
  • Sengoku wrote a recommendation to defer Aaron’s wanted notice and maintain restriction and surveillance, while raising Nico Robin’s bounty to 220 million Beli.
  • Sengoku set 1.8 billion Beli as the bounty Aaron would receive if he attacked Marine or World Government facilities.

Ch. 129Choosing the victims

Boer rejected marriage offers from Linlin and Kaido, then proposed that they unite to take revenge on Cipher Pol rather than hunt Devil Fruit users indiscriminately. Linlin and Kaido considered his strategy as the alliance formed around Cipher Pol as its first target.

  • Linlin offered Boer marriage to her daughters, prompting Kaido to accuse her of trying to exclude him from their plans.
  • After Linlin and Kaido stopped arguing and asked what he wanted, Boer said he wanted world peace, then declared that he wanted Cipher Pol to run with rivers of blood.
  • Boer warned that hunting minor powers and individual Devil Fruit users would turn the world’s ability users against the Emperors.
  • Boer argued that targeting Cipher Pol as retaliation would give their campaign a justification and discourage others from supporting the agency.
  • Kaido, Linlin, Katakuri, and the others responded favorably as Boer invited the two Emperors to ally with him and seek justice against Cipher Pol.

Ch. 130Creation

Boer joined Kaido and Linlin on a raid of Rustpatch Island, where they seized Devil Fruit powers and turned them into living weapons. After Boer erased the evidence of the attack, the group set off for its next stop, the Pidoka Kingdom.

  • Kaido showed Boer a map of targets, and Linlin revealed her interest in the Balance-Balance Fruit while teasing Kaido about Yamato’s mother.
  • Yamato confronted Kaido about the katydid he had accidentally smashed when she was young, and Kaido promised to get her a living one.
  • Kaido carried Boer and Linlin to Rustpatch Island, where Boer blocked communications and marked Tuka, Vivi Nona, and Masta for capture.
  • Kaido and Linlin devastated the island; Boer extracted Vivi Nona’s power and made her into a butterfly Homie, while Linlin and Boer turned Masta’s and Tuka’s powers into weapons for Kaido.
  • Boer collapsed the ground to bury the battle’s traces, then left with Kaido and Linlin for the Pidoka Kingdom.

Ch. 131Ulterior motives

Boer stopped Linlin and Kaido from abducting a doctor in Pidoka Kingdom, then confronted them over their disregard for the alliance’s goals. After Boer destroyed a Cipher Pol 7 base alone to demonstrate his power, Linlin and Kaido agreed to let him choose their next targets.

  • Boer warned Linlin and Kaido that attacking Pidoka Kingdom to seize the doctor would endanger civilians and provoke Whitebeard, and Marco arrived to defend the island.
  • Linlin backed down, and Boer told Marco that she had spared his life before the group left Pidoka Kingdom.
  • Boer told Linlin and Kaido that their alliance depended on mutual need and restraint, then said he would handle the next Cipher Pol base himself.
  • Boer used his electromagnetic powers to destroy the Cipher Pol 7 fortress and its personnel while leaving the rest of the island unharmed.
  • Boer set the terms for continued cooperation, and Linlin and Kaido accepted his authority to choose their targets as they flew toward the Cipher Pol 6 West Blue Second Base.

Ch. 132Harvest

Boer led Kaido and Linlin in a devastating attack on Grey Harbor Outpost, capturing four Devil Fruit users and turning their powers into living weapons. A reporter recorded the massacre and Boer’s blood-written message, while the group flew toward the third Cipher Pol base.

  • Boer used electromagnetic perception to identify four CP6 Devil Fruit users and discovered Duke secretly recording from the bushes.
  • Kaido and Linlin destroyed Grey Harbor Outpost while Boer’s lightning cage trapped its defenders and protected the four marked targets.
  • Kaido and Linlin subdued Gail, Butler, Saul, and Harvey, and Boer assigned their abilities to weapons intended for the two Emperors.
  • Boer and Linlin extracted the four Devil Fruit powers and infused them into weapons, then Boer wrote “Revenge” in blood for Duke’s camera.
  • White Sail City’s residents witnessed the destruction, and Kaido, Linlin, and Boer flew toward the next Cipher Pol base as Duke’s recording continued.

Ch. 133The situation

The Marines celebrated the appointment of Aokiji, Kizaru, and Akainu as Admirals while senior officers worried about the absent Aaron Ball. After learning that Ball, Kaido, and Charlotte Linlin had destroyed four Cipher Pol bases and were turning agents into living Devil Fruit weapons, the Five Elders ordered Sengoku to mobilize the Navy.

  • Kong presented Aokiji, Kizaru, and Akainu with their Admiral insignia at Marineford as the soldiers cheered.
  • Garp, Tsuru, Sengoku, and Zephyr discussed the new Admirals and worried about Aaron Ball’s disappearance.
  • Fisher Glass photographed the three Admirals together for the World Economy News Paper.
  • Saint Saturn summoned the Five Elders and shared reports that Aaron Ball, Kaido, and Charlotte Linlin had wiped out four Cipher Pol bases and created living Devil Fruit weapons from captured abilities.
  • Saint Nusjuro questioned whether the trio’s technology could threaten the immortality granted by Imu to the Holy Knights and the Five Elders.
  • The Five Elders decided not to alert Imu, and Saint Warcury ordered Sengoku to mobilize the Navy.

Ch. 134The newspaper

After a newspaper exposed Kaido, Big Mom, and Boer turning Devil Fruit powers into living weapons, Marco, Whitebeard, Shanks, the Revolutionary Army, and the Marines reacted to the threat. Across the seas, fear of being harvested as raw material drove pirates and criminals to restrain themselves and even hope the Marines would stop the alliance.

  • Marco recognized Boer from the newspaper and warned Whitebeard, who ordered his commanders and allied captains to lie low while he watched the alliance’s next move.
  • Shanks and Benn Beckman agreed the new weapon technology could shatter the balance of the seas, and Shanks prepared to contact old friends.
  • Robin begged Ginny to take her to Kuma so she could reach Boer, while Dragon refused to contact him until his revenge had run its course.
  • Sengoku ordered Devil Fruit User officers to remain at Marine bases under heavy escort and tasked the Science Unit with finding countermeasures.
  • After reading the report, Hawk turned his pirate crew toward Marine-patrolled waters, and small pirate crews and underworld groups across the region curbed violence to avoid drawing the alliance’s attention.

Ch. 135Dividing the Spoils and the Bathhouse

Kaido and Linlin argued over the Devil Fruit Weapons while Boer left them to await the World Government’s response and went to Onigashima’s bathhouse. After Yamato and Katakuri raced their living weapons, Boer spent a peaceful soak with them, Ulti, and Page One.

  • Kaido offered Linlin the Rewind-Rewind Fruit Rag in exchange for the Eye of Surveillance and the Asura Twin Polar Swords, but Linlin proposed a different division of the weapons.
  • Boer said the alliance had already struck its first blow and left the hall to see whether the World Government would negotiate or fight.
  • Yamato showed Boer her living katydid weapon, then raced Katakuri and his mantis weapon around Onigashima and won their clash.
  • At the bathhouse, Boer used metal to cover Yamato when she began undressing, and Ulti arrived to protect her.
  • Ulti attacked Boer with a water-pressure blast after he teased her, then blushed and pulled Yamato away from him.
  • Boer relaxed in the hot spring with Yamato, Ulti, Katakuri, and Page One as food arrived outside.

Ch. 136The meeting

Boer teased Ulti at the hot spring before Red Hair and Whitebeard arrived at Onigashima. After the Emperors clashed, Boer demonstrated the Magnet-Magnet Fruit’s overwhelming power, then dismissed his attack and joined the other four Emperors for a formal meeting.

  • Boer asked Ulti to massage him, withstood her attacks, and left her flustered after catching her in his arms.
  • Boer warned Kaido and Linlin that Red Hair and Whitebeard had arrived, and the four Emperors faced one another offshore.
  • Kaido and Linlin combined their attack while Whitebeard and Red Hair answered with their own powerful strikes, creating a massive collision over the sea.
  • Boer summoned a huge plasma sphere and immobilized both visiting crews with magnetic force, warning that his power could overwhelm the Four Emperors.
  • Boer dismissed the plasma spheres and released the ships, then landed on the Moby Dick with Kaido and Linlin to meet Whitebeard and Red Hair.

Ch. 137Do me a favor

Boer confronted the four Emperors as Red-Hair tried to stop his revenge by warning of the cost to their crews and offering terms for peace. Boer accepted Red-Hair’s proposal only to buy time, then flew away, leaving Red-Hair to negotiate with the World Government and Kaido furious over the lost alliance.

  • Boer assured Whitebeard and Red-Hair that his revenge targeted Cipher Pol, while Red-Hair warned Kaido and Linlin that a full Marine assault could devastate their territories and families.
  • Boer challenged Red-Hair’s warnings, used Yasopp’s abandoned son Usopp to provoke the Red Hair Pirates, and endured Red-Hair’s Conqueror’s Haki.
  • Doflamingo told Kaido that the World Government had cut off financial and material dealings with the Beasts Pirates and Big Mom Pirates, while Red-Hair offered Boer a new territory and promised to negotiate protection for him and Nico Robin.
  • Boer nodded to Red-Hair’s offer, then flew away in a burst of lightning and warned that he would visit Mary Geoise if the World Government refused his terms.
  • Kaido attacked Red-Hair over the loss of his plans, but Red-Hair stopped him and Kaido ultimately withdrew; Linlin followed, while Whitebeard prepared a feast and Red-Hair said he would try to reach an agreement.

Ch. 138Tolerance

Sengoku warned the Five Elders that a war against Kaido, Linlin, and Boer could devastate the Navy and leave Mary Geoise exposed, while Shanks delivered Boer’s conditions for peace. Saint Nusjuro accepted them publicly, then secretly devised a trap to provoke Boer into attacking and give the World Government a pretext to mobilize against him.

  • Sengoku presented the war simulations, warning that the Navy would suffer catastrophic casualties and might need an Ancient Weapon to hold Kaido, Linlin, and Boer in place.
  • Sengoku warned that Kaido and Linlin could join Boer in attacking Mary Geoise if the Government destroyed their territories and alliance.
  • Shanks entered the conference, described Boer’s ability to rain Plasma Bombs on Mary Geoise, and delivered conditions demanding the revocation of bounties, Cipher Pol’s reorganization, and an end to retaliation against Boer.
  • Saint Nusjuro accepted Boer’s conditions, but after Shanks and Sengoku left, he ordered Cipher Pol to blame a senior agent for the Bernia affair and proposed waiting for the alliance to dissolve.
  • Saint Nusjuro planned to use Saint Charlos as bait in Bernia, with Garp and Aokiji assigned as his bodyguards, hoping Boer would attack and give the Government grounds to wage war.

Ch. 139Meteor

Boer, overwhelmed by emptiness after losing his goals and home, sought milk at a coastal bar and asked the Revolutionary Army to bring him to Robin. In Baltigo, Robin confronted him about his violence, her guilt, and his hidden identity, then ended their relationship, leaving Boer to depart while Ginny stayed with her.

  • Boer flew across the New World, then stopped above a coastal town and wondered where he was going after Bernia had disbanded and his revenge had been halted.
  • Boer entered the Rusty Anchor, calmed two groups of pirates with magnetic field suppression, and drank hot milk prepared by the bartender.
  • Boer asked the bartender to contact Kuma and tell him that he missed his rose, then left with an old guide after improving the wounded captain’s sword.
  • Boer arrived in Baltigo and reunited with Robin, who tearfully told him she wanted to end their relationship and blamed herself for his transformation into a ruthless killer.
  • Robin questioned Boer about his knowledge and suggested he was a traveler from the Great Kingdom; Boer admitted he did not know the meaning of his existence but said she mattered to him.
  • Ginny took Robin aside and urged Boer to leave, and Boer walked away without looking back.

Ch. 140Parting, Part One

Boer learned that the World Government had set a trap around Saint Charlos’s visit to Bernia, with Chloe and Allison among the targets. He chose to return alone to protect them, leaving Robin with Dragon and promising to come back for her.

  • Robin cried to Ginny, saying she loved Boer but feared that her presence brought misfortune to everyone around her.
  • Dragon praised the success of Boer’s development model and invited him to join the Revolutionary Army, but Boer said he had not yet found his own path.
  • Dragon told Boer that Saint Charlos’s visit to Bernia was a trap, and that Chloe and Allison had been marked as targets; Garp and Kuzan would escort Charlos.
  • Boer decided to go to Bernia despite the danger and asked Dragon to protect Robin while he was away.
  • Dragon offered to help with Kuma, but Boer refused and left, saying he would return for Robin after settling matters.
