The fleeing man spun around, bringing his hands together before his chest-blinding arcs of electricity burst between his palms.
But before the current could shoot out, he froze.
Rossi had not come anywhere near him. He simply stood at the entrance to the passage, his right arm raised level, his index finger and thumb forming a loose ring.

Rossi brushed the dust from his coat. "A twenty-three-million bounty in the North Blue. He specialized in using electricity to create hallucinations.
"But now... he probably can't even produce static."
The factory owner let out a stifled whimper.
Doflamingo walked up to him and lifted his chin with the polished toe of his leather shoe. "Who put you up to this? Tell me, and I'll let you choose your room in the basement-the south-facing one gets some sunlight now and then."
"It... it was the harbormaster..."
The factory owner babbled, "And the tax collector... they said you wouldn't survive this voyage... we were just... just..."
"Just choosing your new master in advance."
