Konoha Year 17, winter.
British Continent, New Capital.
Deep inside the Imperial Palace, the laboratory was brightly lit. Huge sheets of parchment covered the walls, filled with complex runes, chakra network diagrams, illustrations of dōjutsu principles, and densely packed annotations. In the center of the room, a fresh, blank sheet of parchment lay on a massive stone table.
Toyotomi Yinglang stood before the stone table, holding a writing brush. Yutian stood to his left, and Pakura to his right. All three gazed at the blank parchment.
"Let's begin."
Toyotomi Yinglang's voice was calm.
"The Drought God Eye's design has three stages."
He wrote three terms on the parchment with his brush-Red-Eyed Drought Arrival; Drought Eye Release; Drought God Descends.
"The first stage, Red-Eyed Drought Arrival. This is the Drought God Eye's initial form, and the first set of abilities you'll need to master, Yutian."
Yutian nodded, his gaze focused.
"The core of Red-Eyed Drought Arrival is 'sight.'" Toyotomi Yinglang drew a line beneath "Red-Eyed Drought Arrival." "Not ordinary sight, but seeing through moisture."
He looked at Pakura.
"Pakura, how does your Scorch Release sense its targets?"
Pakura was silent for a moment.
"Scorch Release doesn't sense. It hits." Her voice was somewhat dry. "I need to hit the target with a kunai or shuriken first, then inject Scorch Release chakra to burn them from within."
"So your Scorch Release has limitations." Toyotomi Yinglang shook his head. "If the enemy is faster than you, you can't hit them. If their defenses are stronger than you, you can't penetrate them. If they have a way to counter Scorch Release, you're helpless."
Pakura lowered her head.
"But the Drought God Eye is different." Toyotomi Yinglang shifted the subject. "The Drought God Eye doesn't need to hit. It only needs to see."
