The door was flung open. Nagato rushed inside, his dark red hair tousled by the sea breeze, his Eternal Mangekyō Sharingan spinning furiously in their sockets, his pale face filled with shock. Yahiko sat behind the long table, holding a document he had just finished approving. He looked up, saw Nagato's expression, and immediately frowned. "What happened?"
Nagato braced himself against the edge of the table, breathing hard. "It's... it's terrifying! Ocean Planet's natives... have already worked out a fairly crude Chakra Refining Method on their own!"
Yahiko sprang to his feet. "What's going on?!"
The "natives" Nagato spoke of were not immigrants or members of the imperial navy, but Ocean Planet's indigenous inhabitants. The people living on large islands, small islands, in thatched huts, and in gaps between rocks. Before Fengshou and Yashū died in battle, those people had possessed no chakra. Now they did. They had not "learned" it. They had "awakened" it.

Instead, they dispersed into the atmosphere, soil, and water, seeping into the native organisms. The indigenous people have lived in this energy-saturated environment for a long time, and their constitutions have already been transformed. Their chakra wasn't cultivated. It was awakened."
