Inspection Hall Reform

The Inspection Hall was established above the Sacred Halls and placed directly under Chu Ye and Qian Renxue's control. It could inspect branch-hall personnel across the continent and recruit its own members. After its creation, the Pope's Palace became the second level, the Inspection Hall third, Sacred Halls fourth, and the lowest branches seventh 70.

Education and Talent Development

Spirit Hall separates young Soul Masters according to innate talent and provides different levels of cultivation support.

Four thousand years later, advanced training is centralized at Spirit Hall Academy in Spirit City. Students progress through junior and advanced classes, then enter the Outer Court, Inner Court, or Core Disciple ranks. Core Disciples are the academy's primary genius-nurturing cohort 525.

• Branch advanced academies were later abolished, while free elementary Soul Master Academies continued across the continent. This was intended to prevent Spirit Hall's academy system from monopolizing young talent while retaining Spirit Hall Academy as the foremost advanced academy 591.
• Spirit Hall Academy conducts assessments every three months and removes students who fail; exceptional entrants may be admitted through recommendation tokens but are not exempt from later evaluations 591 592.
• After the Sun Moon Continent conflict, Spirit Hall Academy established a Soul Guidance Institute and divided instruction between the Martial Soul Department and Soul Guidance Department 573.

Public Services and Law Enforcement

Spirit Hall provides free martial soul awakenings for commoners and allows children from poor families to attend its Soul Master Academies. Its presence gives commoner Soul Masters access to education and advancement outside noble and imperial control 18.

It is also responsible for suppressing Evil Soul Masters and other dangerous Soul Masters. Spirit Hall's enforcement presence is described as a major deterrent against criminal activity across the continent 17.

• When imperial officials neglect local crises, Spirit Hall may intervene to suppress chaos, eliminate evildoers, and handle Evil Soul Master threats—even in other empires 652.
• The organization considers the eradication of Evil Soul Masters a standing obligation and assigned Chu Ye's team to dismantle an Evil Soul Master gang near the border of the Two Great Empires 70.
• In the later era, Spirit Hall Academy's Core Court formed the Demon Extermination Squad, whose members undertake missions against Evil Soul Masters in the Sun Moon Empire 670.

Inspection Hall

The Inspection Hall was proposed to prevent local halls from oppressing commoners or abandoning their responsibilities. Bibi Dong and the elders acknowledged that lower-level oversight had become lax under previous leadership 69.

Within months of beginning operations, the Inspection Hall removed numerous corrupt branch-hall Soul Masters. Public security improved, abuses against commoners declined, and more free Soul Masters voluntarily joined Spirit Hall 77.

• Its reputation improved Spirit Hall's standing with civilian Soul Masters and organizations such as the Blacksmith's Association 132.
• The system was not immune to retaliation: inspectors sent to Gengxin City were killed, and Sacred Hall Bishop Miles was suspected of involvement, though the passage does not establish proof 121 132.
• Following the formation of the Spirit Hall Empire, Chu Ye, Qian Renxue, and Inspection Hall personnel screened administrators to exclude corrupt officials and strengthen fair governance 358.

History

Expansion of Influence

Chu Ye was named Holy Son of Spirit Hall after fulfilling Bibi Dong's requirements, granting him authority and status beneath only the highest-ranking elders 53. His position later enabled him to lead Spirit Hall's political and organizational expansion.

After the Soul Master Tournament, Spirit Hall advanced its Infiltration Plan and Soul Hunting Operation. Chu Ye was tasked with persuading sects, clans, and Soul Master forces to submit, with force authorized when necessary 179.

• The Wind Sword Sect submitted after Chu Ye defeated its sect master, Feng Bailong 214.
• The Fire Leopard Sect followed voluntarily, completing the submission of the Lower Four Sects: Holy Dragon Sect, Elephant Armored Sect, Fire Leopard Sect, and Wind Sword Sect 215.
• Through these campaigns, Spirit Hall gained control over nearly seventy percent of the Soul Master power in the wider Soul Master world 222.

Founding of the Spirit Hall Empire

Spirit Hall publicly founded the Spirit Hall Empire, with Bibi Dong crowned as its first empress 248. The new empire was intended to stand between Heaven Dou and Star Luo, sever their direct connection, and eventually unify the continent 179.

Following the defeat and surrender of Sea God Island, the empire completed its unification of the continent. Sea God Island was incorporated as imperial territory and promised equal treatment under imperial law 352.

Imperial Reforms

After unification, Spirit Hall became the empire's central governing institution. The emperor and pope were established as a single office to prevent a future separation between the state and Spirit Hall 358.
