The Uchiha Police Force continued to expand its personnel under the pretext of strengthening patrols and protecting the village, which aroused Danzo's high vigilance.

Danzo had already seen through this; all he had to do was push things to the final step and give them a push at the crucial moment.
"Will you choose to stand with Konoha, spare your younger brother before the rebellion begins, and help wipe out the Uchiha clan, or will you perish alongside the Uchiha?"
"Slaughter... the Uchiha Clan..."
Itachi's heart skipped a beat; the village was even more ruthless than he had imagined, not even intending to spare the ordinary clansmen.

"Then I'll have the Anbu prepare." Danzo up and walked out.
The Third instructed, "Remember, it's all about preparation."
Danzo sneered, turned and left. It was always the same; he knew his old partner all too well.
While instructing the Anbu and Root members to prepare, he also contacted his former partners.
Itachi couldn't possibly handle this alone; his age was a factor, and the Uchiha, Jonin its many elite Jonin, wouldn't just stand there and let themselves be killed.
Even if Root and the Anbu joined forces and managed to take it down, they would have to pay a huge price, which is not in line with Danzo's style.
In the secret chamber at the Root Base, Danzo once again encountered the masked man who called himself 'Madara'.
