Hell's Kitchen became the base of Wilson Fisk, publicly a philanthropist and real-estate magnate but secretly the Kingpin of Crime. Through murder, territorial expansion, and alliances with Russian and Irish gangs, Fisk established control over New York's underworld and much of its illegal trade. 18 21

After Fisk's death, James Wesley inherited and reorganized his assets. Acting under Sean's direction, Wesley separated illegal operations from legitimate businesses, became a prominent real-estate figure, and forced rival gangs into submission. 28 53 72

Under Wesley's rule, Hell's Kitchen enters a period of strict order: unauthorized illicit activity is punished lethally, while Wesley receives public praise from the mayor for his supposed charitable and construction-related contributions to the district. 170
