Amid heated public debate, half a month passed in the blink of an eye, and the United Nations conference in Vienna began as scheduled.

The Superheroes Registration Act, first proposed by S.H.I.E.L.D. and unanimously approved by the World Security Council, was set to be signed today at 2:30 p.m. A total of 117 countries had expressed their support and joined it.
