Sean pushed open the conference room doors. General Ross, who had taken off his uniform and changed into formal attire, had been waiting for quite some time. An hour earlier, he had landed at Dulles International Airport, not far from the Pentagon, then hurried nonstop to S.H.I.E.L.D. Triskelion on the banks of the Potomac River.

"Captain Rogers actually signed the Registration Act. That is quite surprising."

The general was rather astonished. Steve Rogers had always been an utter stubborn holdout. S.H.I.E.L.D. had held fierce internal debates over whether Captain America should be imprisoned. The White House favored persuasion and conciliation, while the Department of Defense had its own disagreements.

After all, he was a war hero from the last century who had made tremendous sacrifices for his country. Heavy-handed enforcement would inevitably invite unnecessary criticism.

Unfortunately, Captain America had held firm and refused to budge, leaving the calculating politicians defeated and deeply disappointed. In the end, they had no choice but to abandon their plans to win him over.

"Sometimes, placing cruel facts before a good man works better than sweet talk or torture."

Sean shrugged. Captain America choosing to compromise was a good thing. Otherwise, with his influence among Superheroes, he would have caused more than a few problems.

"General, you did not rush here just to talk about Captain Rogers."

The young man sat on the sofa. Although General Ross did his best to maintain his composure, a trace of agitation still showed on his face.

"I came because of the new energy source developed through Umbrella's partnership with Stark Industries. You have started a revolution and tried to establish a new order. That is both good and bad."

General Ross shook his head and sighed before beginning to explain the recent situation to Sean.
