Because its core rain setter, Pelipper, is so common, a Rain Team is easier to build than any other kind of team.
Although it has many weaknesses, such as a severe lack of resistance against Electric-types, or less-than-excellent Speed and special defense.
Its Drizzle Ability alone is enough to make up for those weaknesses.
Not to mention that, with access to Hurricane and its Flying-type, it also had quite respectable offensive power.
On top of that, when facing Ground-type trainers, Pelipper could largely achieve a perfect type advantage.
Furthermore, if a Pelipper was exceptional enough, it could also possess Rain Dish as its Hidden Ability, greatly improving its sustained combat capability.

There were simply too few known specimens, its evolution conditions were unclear, and having Drizzle as a Hidden Ability was another troublesome point.
As for attackers, I mainly recommend Golduck.
On one hand, Psyduck are also relatively common and easier to raise than Pokemon like Kingdra.
On the other hand, from the perspective of beginner trainers, I do not recommend trying to communicate with difficult-tempered types like Ludicolo.
Its Psychic Type aptitude would also give it a tremendous advantage.
You could also consider Scizor. Its sole Fire-type weakness would be greatly
