Chapter Summary: “Close to Clearing!”
After another failed simulation, Uchiha Setsuna reflects on his progress toward winning the Civil War arc. He has attempted to win over Konoha’s civilian ninja three times, but Hiruzen Sarutobi’s decades of prestige, the civilians’ hostility toward the Uchiha because of the Military Police Force, and the Uchiha ninja’s own contempt for civilians have made an alliance difficult.
Despite this failure, Setsuna has strengthened the Uchiha faction considerably. More Uchiha have received Kamui Mangekyō Sharingan transplants, and he has accumulated Explosive Storage Scrolls. He believes the Uchiha may now be capable of fighting the Sarutobi faction, the Anbu, and the civilian ninja simultaneously. However, only powerful Uchiha can withstand the transplanted eyes; weaker users cannot immediately access their full potential.
The major obstacle in the latest simulation was Jiraiya. Setsuna had anticipated that Hiruzen would summon him once the two factions became evenly matched. To prevent this, Setsuna spread word that Tsunade was in danger, hoping to lure Jiraiya away. Instead, Jiraiya returned to Konoha and joined Hiruzen’s forces, helping them defeat the Uchiha faction. Setsuna is surprised because Jiraiya seemed relatively indifferent to Hiruzen during the original storyline.
Setsuna had expected Hiruzen to release Uchiha Itachi during the conflict. His true objective was not necessarily to win that simulation, but to ambush Itachi with Kamui-equipped Uchiha jōnin and seize his Mangekyō Sharingan. Obtaining Itachi’s eyes would likely give the Uchiha faction enough power to win the next simulation and clear the Civil War arc.
During the simulations, Setsuna also investigated other possible resources. He contacted Kazuma of the Twelve Guardian Shinobi, but Kazuma was still weak and had not progressed far with his plan to destroy Konoha. Setsuna also examined the Land of Snow’s armor technology, but it was not yet sufficiently advanced to be useful.
Setsuna concludes that the Uchiha and Hiruzen’s faction are now nearly equal in strength apart from Jiraiya. If he can restrain or remove Jiraiya, Hiruzen may be forced to release Itachi, allowing Setsuna to claim his eyes. He considers several possible strategies:
- Cooperating with Orochimaru: Orochimaru could assassinate Hiruzen, creating a brief opportunity to seize Itachi’s Mangekyō Sharingan. However, Setsuna expects Orochimaru to ally with Danzō afterward, using the Uchiha as experimental material, so the timing would have to be perfect.
- Hiring bounty hunters: A fighter on Kakuzu’s level might help balance the conflict, though this is only viable because the two main factions are now close in strength.
- Supporting Kumogakure: Selling more intelligence to the village could encourage it to crush Konoha, though this remains another high-risk option.
The chapter focuses on Setsuna’s strategic calculations, the Uchiha faction’s growing strength, and his increasingly narrow path to victory. It also highlights the importance of character relationships: Hiruzen’s influence over Konoha, Jiraiya’s loyalty to him, Orochimaru’s opportunism, and Setsuna’s attempt to manipulate or exploit all three.
