In the Council Hall, the many rulers took their seats at Richard's command.
Richard began his first meeting as Wizard Governor.
The Keeper of Secrets stood beside him like an attendant and handed him a black leather-bound magic book. Its cover looked plain and unadorned, yet its name was rather grand: the Truth Codex.
Without question, this was the Civilization Treasure nurtured by Wizard Civilization.
However, when Richard opened it, he discovered that much of the codex was blank, with many pages nothing but a vast expanse of white.
"Archon, the Truth Codex has not yet been completed," the Keeper of Secrets whispered in his ear. "But now that you have unified Wizard Civilization, it should be completed very soon."
Richard raised a brow. "Oh? Can a leader accelerate the birth of a Civilization Treasure?"
"You may promote it directly or indirectly. That depends on your choice."
The Keeper of Secrets straightened. From beneath its hood, a gaze seemed to emerge from its faceless visage and sweep across the many Crowns.
"Every Crown present possesses something similar to your Miracle Codex. If they can merge those things into the Truth Codex, its gestation can be greatly accelerated.
"Of course, if you feel that method is somewhat wasteful, you may also change the direction in which this treasure is being nurtured.
"Its current purpose is to record every spell created by wizards, every theory discovered by wizards, and automatically derive spells and further theories from those theories.
"That goal is somewhat too vast.
"If it can be given another goal, its gestation time will be greatly reduced."
"Automatic recording and deduction... a Civilization Treasure can actually reach such a level?" Richard said in astonishment.
He had thought the Creation Hammer's ability to break the upper limit of authority was already heaven-defying.
