In the construction of a World Fortress, the greatest problem was not actually the fortress's structure itself.

As a world, so long as it could make use of its ley lines, a civilization would not need much time to build its internal defensive facilities. What truly restricted the production of World Fortresses was their movement system.

A world's position in the Astral Realm was fixed. This was why, once a world's coordinates were known, it could be invaded directly.

Yet to move a world, an ocean of energy had to be consumed to drive its laws.

And to make a world as easily maneuverable as a World Fortress, the navigation system it required was so intricate that the word "complex" no longer sufficed to describe it.
