But certain people could apply to view it at any time.

The techniques recorded within either had severe side effects or were extremely difficult, so they had no intention of learning them.

Jin nodded. This was his bargaining chip now.
"You should have had one chance to view the Forbidden Scroll. Why are you using this to threaten us?"

"What? Did I say something wrong?"
"I..." Jin said rather speechlessly, "I haven't received even a single coin. What right do I have to read the Forbidden Scroll?"
