The Heavenly Emperor decreed:

When chaos first divided, the Three Sovereigns established the world.

Yet because the Heavenly Sovereign Fuxi acted out of selfishness, the Heavenly Dao was left incomplete, and karma became entangled:

For his own selfish desires, he banished the Earth Emperor Shennong, forced the beastfolk into becoming demons, permitted divine generals to slaughter humanity, and erased the Human Emperor Nuwa's divine status.

He secretly stole Pangu's essence and presumptuously sought to replace the Heavenly Dao.

Now, inheriting Pangu's legacy, I shall complete the Six Realms and command all things to be renewed:

First, abolish the old system by which the god race stood above the Six Realms. The god race shall henceforth be called the heavenly race. Open the gates of the Heavenly Realm, and let the Three Powers circulate and return to nature.

Second, the heavenly race's prohibition against reproduction has been lifted. From this day forth, marriage and childbirth among the heavenly race shall follow the laws of all living beings.

Third, forge the Heaven and Earth Mirror Platform atop Buzhou Mountain. Gods, humans, demons, monsters, beasts, and ghosts may all trace their origins and observe history, using the past to examine cause and effect.

Fourth, the demon race shall be renamed the earth race and returned to Shennong's genealogy. Chi You shall receive sacrifices as the God of War, in remembrance of Shennong's merit in creating life.

Fifth, the monster race originated from beasts, yet they have already awakened spiritual intelligence. They shall establish a realm of their own and coexist with all races.

Sixth, restore Nuwa's rightful title as Human Emperor. Posthumously confer upon her the title of Holy Mother Who Mended the Heavens. Her descendants shall rule the human realm. Establish the Spring Equinox as a day of sacrifice; all beings of
