He was betting that he would receive a chance at pardon or negotiation. The Imperium needed Primarch-level combat strength to deal with Horus and the Chaos Gods.

And Mortarion was proof. That foul, repulsive fellow had been given a chance to atone.

Moreover, he, the Fallen Phoenix, was stronger than Mortarion. He ought to be able to surrender just like him.
