Simply put, it was an Illegal Broadcast aimed at the Sindu System.
Its contents included, but were not limited to, denunciations and humiliations of the Silent King, attempts to win over the Necrontyr Dynasties of the Sindu System, calls for surrender, and so on.

Ron had long since figured out the Silent King's personality. When that guy realized something could no longer be done, there was a high chance he would bolt rather than talk about dignity.
Once the Silent King got away, he would become a huge problem.
When that guy faced pressure and hatred, he could unleash an extremely terrifying power, and in terms of ability he was not much worse than The Emperor.
