Background / History
Spandam and Roy jointly operated an illegal weapons factory in the World Government-affiliated Krol Kingdom, selling weapons to pirates and Revolutionary Army-aligned buyers under government cover. When pirates occupied the kingdom and risked exposing the operation, Spandam panicked, considered shifting responsibility onto Roy, and sought support from his father, Spandine. He ultimately backed Roy's proposal to eliminate everyone who could expose them. 7 8
His access to his father's influence enabled him to wield substantial authority within CP9 despite his limited personal combat ability. He used that authority for profit, including resource-island exploitation, extortion, and political maneuvering.
