Background / History
The World Government has ruled the Pirate World for nearly eight centuries. Its political center is Mary Geoise, built atop the Red Line Continent and described as both the Government's “brain” and the place where global power is most concentrated. The city houses Government offices as well as the residences of the Celestial Dragons. 28
Its rule depends on a network of member nations, whose kings serve as the fundamental units through which the Government extends authority across the seas. These nations provide Celestial Gold and military support, while the Marines and other agencies enforce Government authority beyond Mary Geoise. 277 346
The World Government treats nations outside its membership structure as “Third World” states. Such countries are not protected by its rules and may be subjected to invasion, plunder, slave-taking, or regime change. 102 264

Supreme Authority
- Imu — The ruler behind the World Government; commands the Five Elders and can punish or replace them directly. Imu executed Saint Warcury and elevated Saint Garling to fill the resulting vacancy among the Five Elders. 384
- Five Elders — The World Government's highest public authority. They direct military responses, internal purges, recruitment policy, and the deployment of Uranus. 284 288 472

Celestial Dragons' “Study Trips”
The triennial Celestial Dragons' study session is publicly presented as collective learning for World Nobles. In practice, it is a resource-plundering operation and hunting event directed at wealthy nations that refuse World Government membership. Targeted kingdoms are ultimately eliminated. 97
In Burael, Government agents subdued the kingdom, transported slaves and pirate prisoners to the area, and prepared more than 80,000 people as prey for Celestial Dragons. 102
Exploitation of Non-Member Nations
The World Government permits member nations and some Marines to plunder Third World countries. It also encouraged five East Blue member states to wage war against three Third World nations, with the intended captives used to accelerate construction of the Kingdom on the Bridge. 264 265
A kingdom unable to pay Celestial Gold may be eradicated by the Knights of God. When a useful member nation threatens Government interests, CP0 may instead intervene to replace its ruler. 119
Recruitment and Propaganda
Following the Summit War, the Government established the Grand Governor system for the Four Seas to project stability and restore its image of invincibility. Roy's appointment as East Blue Governor was publicly announced as part of this effort. 257
As unrest expanded, the Five Elders approved broader recruitment measures: pirates willing to surrender could receive status and power, while the number of Marine Admiral positions would be increased. 284
The Government also used the capture of prominent pirates, including Charlotte Cracker, as propaganda to reassert its deterrence. 252
Control Through Secrecy and Violence

Major Arcs
Summit War and the First Assault on Mary Geoise
The World Government assembled elite Marine forces, Shichibukai, and internal elite departments to confront Whitebeard and suppress wider unrest during the Summit War. Its priority remained the protection of Mary Geoise, even at the expense of reinforcing Marineford. 178 182
During the war, Roy's bomb attack struck Mary Geoise. Seven Celestial Dragons were killed, about thirty were injured, and poisonous dust caused additional casualties, primarily among slaves. 193 194
A second toxic-gas attack on Mary Geoise disrupted the Five Elders' attempted teleportation to Marineford, preventing them from reinforcing the battlefield. 220 221
Decline of Authority
The Summit War damaged the Government's prestige and encouraged rebellions, pirate expansion, and internal power struggles. The Government responded by expanding recruitment, increasing Marine Admiral positions, and treating the Marines themselves as potentially unreliable. 257 284 288
Zephyr's campaign for freedom and equality caused widespread unrest among civilians and member nations. The Government and allied kingdoms launched mass crackdowns, but the movement spread across the Grand Line and into the Four Seas. 287 292
Attack on the Holy Land
Roy, Whitebeard, and Kaido attacked Mary Geoise while broadcasting the assault through Den Den Mushi. The broadcast exposed the panic of the Celestial Dragons and the combat capabilities of the Five Elders to the world. 330 331 333
The assault devastated large sections of Mary Geoise, damaged Pangu Castle, triggered a slave uprising, and shattered the Celestial Dragons' image as untouchable descendants of the creators. 331 334
The ensuing broadcasts and revelations about the Government's crimes accelerated rebellions across its member nations and weakened public trust in both the Government and Marines. 342 361 362
East Blue Secession
When Roy declared the East Blue Fate Community Alliance, he publicly executed Saint Carlos and severed the East Blue from World Government rule. Kings of affiliated nations and East Blue Marine branch commanders recognized Roy as the region's ruler. 382
Imu responded by killing Saint Warcury, promoting Saint Garling, and ordering the remaining Five Elders to reclaim the East Blue by any means necessary. 384
Final-War Preparations
As the World Alliance Army and other factions threatened Mary Geoise, the Government redeployed forces toward the Red Line and turned Sabaody Archipelago into a fortified war zone. Civilians were conscripted for defense construction or sent toward the front. 451
At a Power Hall meeting, Imu ordered the Knights of God and selected Celestial Dragons to eliminate enemies in the New World. The leadership also discussed using Uranus at full power against the North Blue, East Blue, or the entire Grand Line. 472
The Government later planned to destroy Sabaody Archipelago and Fish-Man Island with Uranus, then target the North Blue Freedom Revolutionary Alliance, the Blackbeard Pirates, and the East Blue Fate Community Alliance. 473
