By now, Habara had basically figured out what Fugaku was thinking. It was both amusing and helpless.
So this guy was teetering on the edge of another psychotic episode!
Like Itachi, Uchiha Fugaku was a person of firm will. Once they decided on something, they would inevitably put it into action.
For example, after Shisui died and the Moderates collectively switched sides to become Hardliners, he paid the price for his own indecision and was forced to become the leader of the Hardliners.

Yet on Clan Massacre Night, when he clearly could have stopped Uchiha Itachi, he suddenly had another psychotic episode.
After seeing the so-called future of the village that Uchiha Itachi had shown him, he lost his head and waited to die alongside his wife.
Habara was almost used to such baffling behavior coming from him.
And if Habara had guessed correctly, Fugaku's choice this time was a good thing for him—but not entirely a good thing either!

Although Uchiha Fugaku could see that Habara was pondering, and that his expression seemed somewhat strange, he continued speaking.
