They could deploy those fortresses to Hongyan City and join up with the ones already there. Their fortress strength would then far surpass the enemy's, giving them a chance to destroy Hongyan City and wipe out all the fortresses hiding inside.
Once they destroyed all the enemy fortresses—no, even if they destroyed most of them—the China Server Alliance would hold an absolute advantage. They could then deal with the enemy however they pleased, and crushing them until they could never recover would be easy.
