Small-scale hydroponic farms and water recycling systems could not possibly sustain the daily operations of a massive doomsday shelter, of course, but the experiments the Cecilians had conducted in the God of War Divine Kingdom had at least proved one thing—given more than a year to prepare slowly, mortals could achieve a certain degree of food and drinking water production within the God of War Divine Kingdom. That would be enough to ease the shelter's supply pressures and allow the limited-capacity "Divine Kingdom shelter" to accommodate more residents.

Thus, although the dragons' two proposals were both smaller in scale than the elves' "Gondor Shelter" plan, also known as the relocation plan, implementing them simultaneously would still be enough to meet the world's sheltering needs. Moreover, whether it was the Tarlonnd Great Shield or the special nature of the Divine Kingdom itself, both were more reliable than the aging Sentinel Towers, some of which had already suffered severe damage.

At the same time, if the two shelters could truly be activated as smoothly as Heragol had described, that would at least provide a "backup" of sorts. Though it still could not compare to the Sanctuary City Cluster of the Typhon Empire, with all its safety redundancies, at least the breach of one shelter would not mean the extinction of the entire civilization.

In Gawain's view, the dragons' proposal could perhaps be regarded as a "hybrid upgraded version" of the Typhon Empire's and Silver Empire's plans. It combined the reliability and redundancy of the Sanctuary City Cluster with the immense scale of the Gondor Shelter, while also making up, to a certain extent, for the greatest flaw in each of those two plans. This was almost the closest thing to a perfect solution Gawain had heard so far.
