By then, even if Luxray did not possess Mega Evolution, or the utterly improbable possibility of evolving further into something as absurd as a Luxray Bridge Cat.

The increase in Base Stats from Luxray becoming a Partner Pokémon alone would be no less than—perhaps even surpass—the boost granted by Mega Evolution.

And it would not be a temporary boost, but a permanent one.

Not to mention that after becoming a Partner Pokémon, it would at least be able to learn several Partner moves exclusive to Luxray.
