"But what does this have to do with us?" Anke asked, somewhat confused.

"Actually, I'm currently the head of the City Defense Army," Eric looked at him, took a sip of water, and explained. "My brother Davis—you've met him. He was the one who handcuffed you in front of the club."

That man who looked like the head of a Mercenary Group?

Anke thought back and nodded slightly.

"The two of us formed a small organization called the Mutual Aid Society," Eric continued, looking at Anke. "Everyone in it is a young person dissatisfied with the current Ilotran government, including young officers and some government employees. We want to change all of this." He paused slightly. "Especially now, when Dawn City has gone to war with the Federation and everything is changing."

"So you prepared an organization to 'rebel'?" Anke looked at him, thought for a moment, and organized his words.

"Not an organization for rebellion," Eric shook his head. "An organization to change the world."

"But you still haven't said what this has to do with me." Anke wasn't very interested in the issue of definitions and continued asking in confusion.

"That's the key," Eric continued. "We've been waiting for an opportunity."

He stared at Anke. "We've already figured out the structure of the entire city and learned the habits and schedules of those corrupt City Defense Army bureaucrats. We've prepared everything. We can take over the City Defense Army at any time, and then take over the Municipal Government."

"There aren't many powerful superhumans in Ilotran, and there aren't any formidable B-rank superhumans. Rockwell Energy Group hasn't sent any powerful people to be stationed here either. As for those powerful superhumans, we have ways to keep them from taking action."
