Incredibly, magical flying cars were not registered with the Ministry of Magic's Department of Transportation.

"Then where should I go to apply for legal paperwork?" Pomona asked the receptionist at the Ministry of Magic.

"You could try the Office for the Misuse of Muggle Artefacts." The pretty receptionist answered irresponsibly, as though she had forgotten that Arthur Weasley had once attended a hearing for illegally possessing a flying car.

"Then which department manages the Ministry of Magic's fleet?" Pomona asked again.

"If you need a vehicle, please fill out an application form, but they are for internal Ministry of Magic personnel only..."

Pomona did not want to waste any more time with the receptionist. In fact, many wizarding families owned cars, which made it convenient to take children to and from school, especially at the start of term, when they had mountains of luggage. Of course, she had never heard of anyone having a driver's license. Apparition, on the other hand, required both an exam and a license.

Not every wizarding car could fly like Arthur's. Many "flew" along the ground like the Knight Bus. Arthur, however, thought that was too dangerous, so he used an Invisibility Charm spray and gave the car the ability to fly, which counted as an illegal modification.

The Knight Bus fell under the Department of Disaster Management because it was a foundable that could pick up wizards scattered among Muggle communities.

But the Scamander family residence was not on the Knight Bus's usual route. Booking it would risk exposing the location of his home. Tina's suggestion of driving Neville around was, for the moment, the most practical option.
