Bill had excellent grades and was one of Flitwick's prized students. He had done well as a substitute Defense Against the Dark Arts teacher, but that did not mean he was an excellent prefect.

Or, in Charlie's words, he was doing an absolutely terrible job. Gryffindor was now completely out of control. Someone had even given Filch a Fanged Frisbee as a "Christmas present," and the "monster" had chased Filch all over the place.
