He did not know all that much about Weather Charms as a type of magic. At most, he could infer their general effects from the names of their subdivisions.

But to achieve that effect, under ordinary circumstances, one also had to take into account the more specific weather conditions at the time the "Sunny Skies Charm" was cast.
If it was only an ordinary overcast day, the difficulty of casting the "Sunny Skies Charm" would be much lower;
But if one wanted to cast a "Sunny Skies Charm" with an obvious effect in torrential rain, that would be an incredibly difficult thing.
