Moreover, the Doctor had said that even when Underground Lizardmen entered the human world, they would appear in human form.
Of course, they had not actually changed their appearance, but they could alter our brain's perception.
They might plainly show their true forms—human heads with snake bodies, or human heads with lizard bodies—yet our senses would be deceived, and we would "think" we were looking at an ordinary person just like ourselves.
That was the Underground Lizardmen's ability. They could alter human consciousness, and that kind of mental manipulation was terrifying. In other words, they could precisely control anyone's mind. Moreover, their methods of mental control were not limited to targeting one person at a time; they might even be able to control an entire group.
