That was perfectly normal.
In the past, even defeating a Fifth-Tier opponent while at the Fourth Tier had been extraordinarily difficult. Most prodigies relied on transformation magic or familiars to accomplish that feat, and even then, very few succeeded.
Isaac, for example, could not defeat a Fifth-Tier opponent using Transformation Magic.
Although he had developed quite a few outrageously powerful Fifth-Tier transformation spells, and could even transform separate limbs into different Fifth-Tier creatures, their actual combat strength still fell far short. Ultimately, his greatest strength lay in creating familiars.
So, if they could not even defeat a Fifth-Tier opponent, how could anyone dream of becoming a demigod?
Legends did explicitly state, however, that a Codex Witch had the potential to become a demigod at the Fourth Tier. This was a conclusion some Great Wizards had reached in more recent eras, after the threshold for demigods had risen to the Sixth Tier.

This was not blind obedience to authority. Rather, wizards understood perfectly well the terrifying power contained within a witch bloodline!
