After Zephyr and the others left the harbor, they headed straight for the office building where Water Seven's mayor, Iceberg, was located.
He needed the mayor to issue a notice telling all residents to begin leaving the city aboard the Sea Train and the warships of Zephyr's Marine guerrilla force.
At the same time, he informed Sengoku about the Straw Hat Pirates along the way.
After hearing this, Sengoku immediately approved Zephyr's request to evacuate the residents.
If not for the Celestial Dragons' orders, Sengoku would have arranged for the Marines to evacuate them long ago.
Even so, he had dispatched SWORD members to Water Seven in advance, ordering them to protect as many residents as possible.
From Sengoku's perspective, this Buster Call operation was an utter mess, and it clearly exposed the Marines' awkward position.
The Marines had two primary duties: 1. Protect civilians and eliminate pirates. 2. Carry out the orders of the World Government, or rather, the Celestial Dragons.
And the higher priority was not the first, but the second.
That meant this Buster Call would once again force the Marines to kill civilians, just as they had at Ohara.
Even though he had already done such helpless things several times, every experience left Sengoku mentally exhausted.
After responding to Zephyr's request, he stood before the window with a deeply furrowed brow, contemplating the future of the Marines alone.
Water Seven
As Zephyr headed for Iceberg's office, a small white figure followed its nose and somehow headed in the same direction as them.
Chouchou sniffed as it walked. Looking up, it saw that its destination should be the building at the highest point.
A kilometer ahead of Chouchou, Zephyr, Ain, and Binz had a clear destination. Every now and then, they used Soru and Geppo, rushing
