Weapons such as bombs enchanted with +16 Flame Storm might look impressive, but they were not particularly useful and certainly could not count as core technology. They needed something more decisive.
But to obtain technology, they had to confront one problem: creating technology required talent.
Most Gothamites began their education in prenatal classes and ended it at driving school. The occasional brilliant supergenius was usually too young and had never received a systematic education.
For the past half month, Thomas and Martha had been like furious fishermen with their pots ready but not a single fish on the hook. It was not that they lacked money or resources. The experimental materials and sites had long been prepared. The problem was that without scientists, everything was useless.
If hiring talent from elsewhere had once been possible, Gotham's current state meant anyone with a brain would not come, and anyone who came clearly had no brain.
