But one could easily imagine the chaos caused by a major city on the United States' East Coast vanishing into thin air.

If it had been another city, the chaos would certainly have erupted more within the city itself. The people outside would have been busy and anxious, but there would have been little they could do. But this was Gotham, after all, and Gothamites were not anxious in the slightest.

Although many ordinary Gotham citizens who had not participated in the vote were somewhat surprised to find themselves flying through the sky shoulder to shoulder with the sun, after their initial shock, the first thing they did was open Google Maps and mock its map data for updating too slowly.

So the greatest victims of Gotham flying into the sky were not Gothamites, nor were they even the Federal Government. Heaven knew how long those politicians had wanted this city, which had driven up the nation's crime rate, to disappear.
