"The body... there's a body!!!!!"
A man ran out of the restroom, soaked from head to toe and in a miserable state. His feet slipped, and he fell flat onto the floor, but he still twisted around and pointed at the men's restroom.
His voice was especially loud. The seawater had only just receded, and most people had swallowed some and were sprawled on the ground, dry-heaving. After shouting, he began vomiting as well, then staggered to his feet and ran away.
Though there were many people in the hall, most of them had no energy left to check what was happening. Oliver walked toward the stairs, but Amanda said, "Don't go. Flamingo must have made his move."
"Flamingo?"
"A serial killer." Amanda pressed her lips into a thin line. "The murderer who killed my family."
Oliver stopped. He turned to Amanda and said, "The head of the Federal Bureau of Investigation's Special Crimes Unit chased a serial killer from the West Coast to the East Coast and still couldn't catch him? Since when had the Federal Bureau of Investigation become this incompetent?"
"Why do you think I disobeyed orders?" Amanda looked awful. "Flamingo came from a transnational drug trafficking organization. He..."
"The Penitent Cartel." Oliver said the name before Amanda could.
Amanda stared at him in shock.
"Why do you think I challenged you instead of the Director of the Federal Bureau of Investigation?"
Oliver sighed. "The Penitent Cartel, a drug trafficking organization operating across the United States-Mexico border. Its headquarters are in Guadalajara State, Mexico. About two months ago, it wanted to transport a large shipment of marijuana products by sea and land to the American East Coast—more precisely, Gotham. Right?"
Amanda looked at him in surprise as well. After thinking for a moment, she said, "That's right.
