Natasha did not say another word. Something in her eyes sent a chill down Black Canary's spine. She had occasionally seen Oliver wear that same look, but nothing had ever come of it.

Natasha lowered her gaze to the corpse.

"He was one of them," Black Canary explained.

"Who?"

"The Penitent Cartel." To Natasha's surprise, Black Canary did not say the Federal Bureau of Investigation. She fiddled with the pistol in her hand and said, "I thought they were FBI agents too, but the FBI doesn't use guns like this. They have more professional equipment."

Natasha glanced at it and saw that it was clearly not a standard-issue pistol. It was also quite old, looking as though it had been assembled from guns with different degrees of wear. It was the kind still used by mercenaries and Assassins, especially common in Latin America.

"It'll do." Natasha said nothing else. Taking hold of the other end of the corpse, she said, "Throw him down first."

"Into the sea?"

Natasha rolled her eyes. "Onto the deck. It'll keep the people below obediently hiding in their cabins instead of running around. Better for all of us."

The two of them carried the corpse through the Staff Passage to the second floor. Reaching the observation deck, they tossed it directly over the railing.

After the body hit the ground, Natasha dusted off her hands. Just as she was about to speak, there was a click, and the entire ship lost power.
