Batman could not help but consider his motives. The League of Assassins assassin had died at the banquet, and Elliot was the first to be struck by it. Did Scarecrow have a grudge against Elliot?

Talia had said that the dead assassin had been sent by her to protect Elliot. Then the person Scarecrow wanted to kill might not have been the assassin, but Elliot himself. He had simply failed for some reason.

But Elliot was not Batman, nor was he some champion of justice. If he knew of Jonathan Crane's talents, he would be more likely to cooperate with him than suppress him or throw him in prison. There should not have been any conflict between them.
