Hal was walking down the streets of Gotham, wearing a flight jacket, a thick scarf, earmuffs, gloves, and cotton boots—nothing was missing. Looking at the barren trees lining both sides of the road, their leaves long gone and their branches bleak and desolate, he silently sighed.

To be honest, he felt a little guilty. Hal was a good man. Although the first half of his life had not gone particularly smoothly, and his dream job as a test pilot had become ground support because of his family's opposition, he had never wanted to give up. In the end, he had been chosen by the Green Lantern, which represented unwavering willpower.

After becoming a Green Lantern, he had done his best to punish evil and uphold justice, making every effort to preserve peace. Yet only a few days after arriving in Gotham, he had caused the largest traffic jam in Gotham's history.

The trouble caused by his landing on a traffic light pole had been far greater than it looked. Not only had the central roundabout seen a three-digit number of Car Accidents, but there were so many vehicles to tow away that the towing companies had still not finished by nightfall. And that very night, the largest blizzard in Gotham's history descended.

Because the ground beneath Gotham was now entirely frozen and the temperature had plummeted, the snow had fallen for days and nights before finally stopping last night. This near-disastrous snowfall had pushed Gotham's traffic conditions to their absolute limit. The wreckage at the central roundabout still had not been cleared, and traffic across the entire city had basically come to a standstill.
