The reason why the ministerial positions were mostly held by carbon-based lifeforms was, in fact, to avoid the appearance of favoritism. Aside from the fact that one of the Three Great Empires was carbon-based, emotional lifeforms were closer to the source, vast in number throughout the universe, firmly rooted, and closely connected to the incarnations of various fundamental laws. Electronic Life could not make things look too ugly. If they were not given enough seats, the Interstellar Council could never become the ruler of the entire universe, and no one would accept it.
So the Supreme Intelligence had come up with this method: elevate them first, then hollow out their power. He knew that carbon-based creatures simply could not handle such tedious work efficiently. They could only rely on electronic systems, which meant Electronic Life was still pulling the strings, didn't it?
Yet now they had to return to the most primitive form of manual calculation. The Supreme Intelligence could no longer be said to be disappointed in their computing ability; he was despairing. At this rate, he would not receive the funds before the next Big Bang.
After thinking it over, the Supreme Intelligence felt that this was indeed a landmine left behind by the Kree Empire. Though there was the suspicion that a Black Hand had deliberately framed them, they had been outmatched. They had no choice but to swallow this loss.
So he decided to pay for it himself, drawing directly from the Kree Empire's treasury to resolve the matter. The plan was to transfer the funds directly to the Security Department minister and have them arrange for someone to contact and negotiate with the other side.
The money was transferred, but the Security Department minister refused to accept it. He even came to the Supreme Intelligence
