In a single day, the Interstellar Council established four departments. But that was not the limit. During the subsequent response process, all kinds of problems emerged, forcing the Supreme Intelligence to establish another five departments: the Energy Department, Education Department, Communication Department, Development Department, and Industry Department. It also created three independent agencies: the Special Agent Team Rapid Response Unit, the Anti-Racial Discrimination Task Force, and the Efficiency Monitoring Affairs Group, which was specifically responsible for coordinating the various government departments.
In other words, within a single day, the Interstellar Council's departments had gone from seven to sixteen—more than doubling in number.
At first, because everything had been assembled in such a rush, the Supreme Intelligence alone staffed every department. But as the number of departments grew, that arrangement was bound to upset others, especially carbon-based lifeforms.
If there were only ten departments, it would have been fine for it to occupy two or three. But nine out of sixteen departments belonged to it. That was indeed going too far. The Shi'ar Empire raised an even bigger fuss.
Back when things were prosperous, I could overlook it and just live by the Great Portal. But now no one was having an easy time, and even landlords had no surplus grain. Was it reasonable for one person to occupy so much?
So after discussing it, they ultimately went back to the original arrangement. However, the Supreme Intelligence kept an eye out and still claimed the ministerial posts of two departments: the Transportation Department and the Labor Department. The Skrull Empire took four, while the Shi'ar Empire took three.
That more or less settled the new departments. But once there were more departments, all kinds of new problems emerged: poor coordination, people taking the opportunity to line their pockets, and ministers scheming
