It was not a Sky Eye base, but a medical facility specifically used for human experimentation. There were many such buildings across the United States, where all factions could send whatever resources they obtained for dissection and research. That was why so many corpses had piled up there.
Of course, if the bodies had legal sources, there would have been no need to set up a special base. Places like this existed specifically for secret, evil research, so naturally, their corpses had no defensible origins.
That alone might have been one thing. After all, quite a few unidentified bodies turned up on the streets every year, and it was not impossible for someone to collect and use them.
