• Sheryl, Luo, Mwu, Durandal, and the others returned from the Brishigaman Cluster with Valkyrie's five singers, and Xiao Ran ordered Jeffrey to bring the Ernest Squad back from the MUV World.

Xiao Ran planned to cooperate with the real Lelouch while using his identity as a disguise, but he would eliminate Lelouch if he became a threat.

• Xiao Ran claimed his name was Lelouch and told Lelouch that the Empire was pursuing the truck because it carried a captured weapon.
• Lelouch suspected Xiao Ran had been sent to kill him and accused the Emperor of arranging his death to blame the terrorists.
• Xiao Ran admitted that Lelouch and the weapon’s contents were his targets, but said he was not working for the Empire or the terrorists.

Xiao Ran rescued the wounded Lelouch, treated his injuries, and opened the Poison Gas Device to reveal C.C. He then proposed formal cooperation with Lelouch and set him a first test: return the unconscious man to the Resistance Organization and stop the Imperial Army’s massacre in the Shinjuku ghetto.

• Xiao Ran found the wounded young man in the truck cab and learned he planned to release the supposed poison gas so others could escape.
• Xiao Ran told the young man, whom he called Lelouch, that the device contained no poison gas, then used his powers and medical supplies to treat him.

As C.C. granted Lelouch a GEASS, Xiao Ran sensed the World of C and considered whether he could influence it to grant GEASS abilities himself.

• Lelouch and Xiao Ran told Suzaku that the Empire planned to massacre civilians to hide C.C.’s identity.
• Xiao Ran freed C.C. and warned Suzaku that the Empire would target Lelouch, but Suzaku refused to leave his friend.
