After Celestial Being announced its intervention, Xiao Ran brought Raphael and his companions to a hidden Mount Fuji base, where Aeolia’s consciousness reviewed the people he had selected.

• Xiao Ran returned to Earth after training Celestial Being’s pilots and recruited Wang Liu Mei to help establish Tian Shen, receiving a UNION command and the rank of brigadier general.
• When unknown machines occupied a Japanese Special Economic Zone base and took hostages, Xiao Ran volunteered to lead the response and brought Graham Aker and Billy Katagiri into Celestial Being’s secret organization.
• Xiao Ran and Celestial Being’s Gundam pilots attacked the occupied base alongside UNION forces, rescued the hostages, and defeated or captured most of the attackers.
• The President promoted Xiao Ran to major general and made him the highest military commander in the Japanese Special Economic Zone, while Xiao Ran kept the captured machines and prisoners under guard.

After an intervention against the AEU and PMC, coordinated bombings worldwide turned public opinion against Celestial Being, and Xiao Ran began searching for the perpetrators.

• Aeolia revealed the metallic Alien Lifeforms and his plans for humanity, and Raphael joined Celestial Being while warning that he would expose any misuse of its power.
• Xiao Ran took control of Laguna’s hidden GN-X units, Solar Furnaces, three Gundams, and production resources, then recruited the Trinity pilots and Ali Al Sashes’s mercenaries under his command.
• Xiao Ran established the Anti-Gundam Special Investigation Team under Graham, expanded his operations, and recruited Hiksa Fermi and Hana Yu to support his independent organization, Tianshen.
• Xiao Ran and Celestial Being intervened at Shima Island and Tartaria, while Graham’s team confronted Setsuna and Xiao Ran arrived to help Exia escape.

Xiao Ran built Celestial Being’s forces and prepared to intervene in a three-nation exercise aimed at the Gundams. The exercise became a trap, and with Sheryl’s support Xiao Ran counterattacked while the allied forces suffered heavy losses.

• Xiao Ran led a secret operation to rescue Ptolemaios, where his Black Hawk and unmanned fighters helped defeat the three-nation forces and free the captured Gundams.
• Xiao Ran warned Tieria that a high-ranking Celestial Being member might have betrayed the organization, then brought Tieria, Setsuna, and Lockon to his base.
• Xiao Ran recruited Naluo into his team, negotiated with Major General Kim and Brigadier General Goodman, and arranged for Graham and former investigation team members to join Celestial Being.
