Xiao Ran took control of Orb, gathered allies and technology, and prepared the country to oppose LOGOS and the Librarians. The arc ended with Orb strengthening its forces as Durandal invited Xiao Ran to Gibraltar to speak publicly and confront LOGOS.

• Xiao Ran persuaded Sven and Emilio to leave the Earth Force for Orb, while Sven agreed to encourage his teammates to join.
• The Second Archangel intervened when the Minerva was trapped near Crete, and the battle escalated after Cagalli and Kira arrived and fought Athrun and Shinn.
• Bargyll relayed Uzummi’s testament naming Xiao Ran Orb’s successor, and Xiao Ran accepted Orb as his faction territory.
• Xiao Ran welcomed Kira, Lacus, Cagalli, and the Archangel crew back to Orb, then confined Cagalli and explained Orb’s shortages and its opposition to LOGOS and the Librarians.
• Xiao Ran took Lacus and Andrew to space, appointed Mina to lead Heaven’s Pillar, and negotiated D.S.S.D’s relocation and technology-sharing partnership with Orb.

Xiao Ran joined forces with Durandal to expose and defeat LOGOS, dismantled the Librarians, and helped bring Durandal to abandon the Destiny Plan. With Requiem threatening Orb and PLANT, Xiao Ran and ZAFT prepared to assault the Moon Base, where the story leaves them on the brink of battle.

• Xiao Ran and Durandal agreed to expose LOGOS, coordinate their forces, and divide the campaign’s spoils, then presented evidence of LOGOS’s crimes to the world.
• Xiao Ran declared Orb’s war on LOGOS and urged Earth Force personnel to defect, prompting mass defections and the fracture of the Earth Force.
• Xiao Ran led Orb and ZAFT against the Librarians’ hidden space base, where his forces fought their advanced units until Prea surrendered and agreed to reveal the organization’s secrets.
• Xiao Ran accepted the Photocopy Persons’ surrender on the condition that their data and production facilities be destroyed, then led the campaign against the Earth Force headquarters and killed Gabriel.

Xiao Ran led the Orb-ZAFT Alliance to defeat the Earth Force, then covered up the deaths of untrustworthy Participants and organized the expanding Burning Legion. He brought the Legion into the 00 World, where he and Ribbons agreed to prepare Earth for the ELS, and Ribbons challenged him to survive the next twenty-four hours.

• Xiao Ran launched the Justice Gundam, destroyed the Earth Force’s nuclear weapons and ships, then helped rout the fleet and send forces toward the lunar battlefield.
• Xiao Ran and the Orb-ZAFT Alliance broke through the Earth Force defenses, destroyed Requiem, and ended the battle with the remaining troops surrendering.
• Xiao Ran recruited suitable Participants into the Burning Legion and, with Cruze, used MED Warheads to kill those who could expose the Legion’s secrets.
• Xiao Ran returned to Prometheus, welcomed new members, established Legion meetings and training plans, and organized its territories and management.
• Xiao Ran activated the 00 World Ultimate Mission Card and brought fifty-three Participants into a mission to unify the world within six months and protect Earth from extraterrestrial lifeforms.
• Xiao Ran led an advance team to Earth, learned that Ribbons’s influence had reshaped the Federation, and began planning how to replace its government.
• Ribbons met Xiao Ran, who warned him about the approaching ELS and proposed forming a New Government while preparing humanity for the coming dialogue.
• Ribbons accepted Xiao Ran’s plan but proposed a twenty-four-hour wager, and Xiao Ran called on Cruze as Celestial Being’s machines descended toward the town.

Xiao Ran overthrew the Federation, unified Earth, and prepared its forces for the approaching ELS. As the invasion overwhelmed the defenses, Sheryl’s song helped Setsuna understand the ELS, and Xiao Ran’s call awakened him.

• Xiao Ran rallied Segal, Kati Manikin, and the Resistance Organization, then launched a coup that captured the Federation leadership and destroyed the satellite weapons.
• Xiao Ran established the New Government and organized Earth’s forces after revealing that the ELS were approaching.
• The ELS appeared near Jupiter and accelerated toward Earth, while their Brainwaves incapacitated Innovators including Xiao Ran and Setsuna.
• Miss Huang, Setsuna, and Tieria took the Ptolemaios II into deep space to contact the ELS, and Xiao Ran brought his forces to support them aboard the Frontier.
• Xiao Ran and his allies fought the ELS, but Setsuna was overwhelmed while trying to understand them, forcing the Frontier to cover the retreat with its main cannon and Ideon Sword.
• As the ELS reached Earth, Xiao Ran and the Federation fought a desperate defense, while Sheryl’s singing strengthened human forces and drew more ELS toward the Burning Legion.
• The ELS created silver mobile-suit replicas, worsening the battle, while Sheryl’s song helped the unconscious Setsuna grasp the ELS’s desire for understanding.
• Xiao Ran sensed Sheryl’s grief and shouted Setsuna’s name, awakening Setsuna with golden light in his eyes.
