As Neo Roanoke, he fought ZAFT forces at Armory One, rescued the Three Strong Ones, and drove off Shinn, Ray, and Lunamaria.

• Xiao Ran led Unity’s offensive, took control of Earth, and became Great President before converting the Original Federation into an Exclusive Faction.
• Xiao Ran established portals linking the Original Federation and the 25th Fleet, then brought the fleet through to help rebuild the Earth Sphere.
• Xiao Ran spent two years supporting the fleet and Unified Government as Sheryl returned with greatly enhanced abilities and Anaheim advanced new weapons and machines.
• Xiao Ran returned to Prometheus, prepared his team and trading shop, and entered Gundam SEED-D as Neo Roanoke with a mission to seize ZAFT’s latest units.
• Xiao Ran modified the Aegis Dagger, attacked ZAFT forces at Armory One, and opened a breach so the Three Strong Ones could escape.
• Xiao Ran disabled Shinn’s Impulse Gundam and damaged Ray’s White Zaku Phantom before Ray and Lunamaria withdrew with the crippled Impulse.
• Xiao Ran led Gaia, Chaos, and Abyss out of Armory One as the Gadi Ru retreated and Ian Lee ordered the mission force to withdraw.

Xiao Ran turned the Junius 7 crisis into a chance to complete his mission, recruit Eshe’s team, and aid ZAFT against the Librarians. After the battle, he escaped Earth Force with Stella, Sting, and Orro, and the four Gundams began descending toward Orb.

• Xiao Ran escaped the Minerva with the Gadi Ru, recruited Eshe, Harvey, Barnes, and Sman into the Burning Legion, and learned that Junius 7 was falling toward Earth.
• Xiao Ran sent Eshe’s team into the Junius 7 crisis, then launched with Stella and Orro to help ZAFT destroy the falling colony’s fragments and fight the Librarians.
• Xiao Ran and his allies battled the Librarians alongside Cruze, Luo, Andrew, Athrun, and Shinn, while Cruze reunited with Ray and confirmed he had survived his illness.
• Xiao Ran completed his mission and withdrew after the completion rate reached eighty percent, while Junius 7’s remaining fragments struck Earth.
• Earth Force rewarded Xiao Ran with the modified Savior Gundam, and he discovered its nuclear backpack had a dangerous hidden reactor-destruction backdoor.
• Xiao Ran altered the Savior’s systems, then broke out of the spaceport with Stella, Sting, and Orro after telling them they were treated as Living CPUs and could be cured.
• Xiao Ran led Stella, Sting, and Orro toward Orb, and the four Gundams began a controlled descent through the atmosphere toward the sea.

Xiao Ran returned to Orb, reclaimed control from the Ceran Family, and prepared the nation to resist the Earth Force while keeping its independence from PLANT. As Orb’s fleet met the Combined Fleet, Xiao Ran tested the Midnight Gundam and engaged the enemy’s elite machines.

• Xiao Ran reunited with his former crew, treated Stella, Orro, and Sting, and secretly watched the Minerva leave Orb under attack from the Earth Force.
• After Kira took Cagalli from her wedding to Yula Ceran, Xiao Ran invoked Orb’s constitution, arrested the Ceran Family and Earth Force delegation, and took control of the government.
• Xiao Ran declared the Earth Force hostile, rejected the Global Security Alliance, organized Orb’s defenses, and accepted help from ZAFT without forming an alliance with PLANT.
• Athrun returned to Orb, and Erica revealed the Dawn Gundam for Cagalli and the Midnight Gundam built for Xiao Ran.
• Xiao Ran led Orb’s fleet toward the Combined Fleet, while Kira and Cagalli chose to take the Archangel to the battlefield rather than return to Orb.
• Xiao Ran launched the Midnight Gundam and challenged the Combined Fleet’s Crimson Forbidden, Golden Scavenger, and Azure Calamity, then reflected their attacks and identified himself to Kira.
• Xiao Ran ordered his allies to wear down the enemy and struck the three Gundams, destroyed Raider Gundam’s shells, and blew up a large MA with the Midnight Gundam’s Energy Cannon.

Xiao Ran led Orb to defeat the Combined Fleet and repel the Earth Force invasion, then rebuilt Orb’s military while negotiating limited cooperation with Durandal against LOGOS. The arc left Xiao Ran preparing to investigate the Librarians and trying to persuade captured Earth Alliance pilots to join Orb.

• Xiao Ran used Justice Gundam to overwhelm the Combined Fleet, while Cagalli watched and accepted that she no longer had authority over Orb’s military.
• Orb defeated the Combined Fleet and destroyed three invading Destroy Gundams, while PLANT and other factions recognized Orb’s neutrality.
• Xiao Ran met with Cruze, learned that the Librarians had created two Photocopy Persons resembling him, and resolved to investigate and destroy the organization.
• Durandal visited Orb and sought its support against LOGOS, while Xiao Ran agreed to limited cooperation without joining ZAFT’s war or accepting PLANT’s supplies.
• Xiao Ran assigned Mayu Asuka and Bari Ho to pilot Midnight Gundam and Crimson Forbidden, then recruited pilots and developed Orb’s forces.
• Xiao Ran established the Silver Hand to conduct reconnaissance and operations against the Librarians, while sending Bargyll and others to meet Durandal’s forces.
• Xiao Ran kept captured Earth Alliance machines and pilots Sven Cal Bayang and Emilou Brodel, then told them how Kira and Athrun had chosen to fight for peace and protection.
