Not many people knew that Trieze, the nominal head of state of the New Government, and Cruze, president of the New Federation, had reached an agreement. Ever since Cruze arrived in this world, he and Trieze had outwardly appeared to be enemies. After all, Cruze had personally dismantled OZ and driven Trieze from his position as head of state. No one would believe, nor could anyone guess, that Cruze and Trieze were actually friends in private.

In practical terms, they had seized control of the vital workings of both the New Government and the New Government Army.
In other words, although Trieze appeared as the head of state within the New Government, the support people gave him existed only because their interests did not conflict. Trieze was more like a nexus of shared interests, so his control over the New Government Army was not particularly strong. He had been pushed to this point by circumstances, with little choice in the matter.
Under El-Elf's command, nearly all the A-Class Pilots, including Giliam, Char, Shirakawa Shuu, Shin Matsunaga, Elsam, and Fardes, had been dispatched. The rest of the legion's members had also been assigned different tasks. El-Elf's plan differed somewhat from Trieze's original idea.
