Now that New Zeon had become the Unified Government, it was even less likely that the Federation would hand those prisoners over to the Unified Government. Although the establishment of the Unity Army had allowed quite a few Zeon soldiers to escape amid the chaos, there would always be some prisoners still under Federation control. If they could obtain those people, Axis's military strength would receive a tremendous boost.
Once an agreement with the Federation was reached, the transport capacity that had been restricting Axis's development would also be resolved. The Federation also possessed a considerable number of new Anaheim Transport Aircraft. With replenished transport aircraft, Federation resource support, and help from Technicians, Axis would undoubtedly undergo explosive development, and Ideon would be repaired in the shortest possible time.
The reason Karma had to personally go to the Federation to discuss cooperation was indeed a rather helpless one. Either Karma or Kycilia herself had to remain in Axis. One of them had to stay in the Federation as a liaison—or, more accurately, a hostage—for the Federation to trust them.
