But that was passive detection. Active detection required finding other civilizations without exposing themselves beforehand, which was much more difficult.
Just as low-level civilizations found it difficult to discover other civilizations, encountering one in the vast sea of stars was incredibly hard. Moreover, Level Six Civilizations possessed the ability to create Small Universes. If they hid inside one, every inch of space would have to be scanned.
The difficulty was obvious.
Thus, the civilizations of The Great Voyage Organization chose to pursue both methods simultaneously.
They actively searched the starfields near Arm One of the Andromeda Galaxy, while conducting passive searches on the far side of the central black hole of the Andromeda Galaxy. This way, the movements of their Probe Fleet would not expose The Great Voyage Organization's base.
Though it had the flavor of a clumsy cover-up, it was still better than directly declaring their location.
The Great Voyage Organization believed that since the Heavenly Maiden Civilization had come knocking the moment they arrived in the Andromeda Galaxy, the latter must have possessed exceptional observational capabilities. Even if the Lyra's destruction had temporarily prevented them from finding anything, they would sooner or later discover The Great Voyage Organization again.
What The Great Voyage Organization could do now was use this window of time to build an interstellar network as quickly as possible, grasp the distribution of powers within the Andromeda Galaxy as soon as possible, and learn the general situation of the Heavenly Maiden Civilization as soon as possible.
